Attorney Biography

  • Background:Mr. Pickard began his legal career as an attorney for the Tulsa Airport Authority and various airport trusts. In 1990, the Oklahoma Department of Transportation and the Oklahoma Turnpike Authority hired Mr. Pickard as retained counsel for several large public improvement projects, including the original Creek Turnpike Project in Tulsa, Oklahoma, for which Mr. Pickard acquired over 100 parcels of property. In the Mont Development Company trial, the landowner sought $3.4 million dollars for the partial taking of a residential subdivision in South Tulsa. Mr. Pickard called three witnesses, including a land planner, a proximity study expert from Dallas, Texas, and a local appraisal expert, who testified that the property owner only was entitled to $1.2 million dollars. After a five day trial, the jury returned a verdict at the figure requested by Mr. Pickard, to the penny. After successfully completing the Creek Turnpike Project, the City of Tulsa hired Mr. Pickard on the controversial 71st Street widening project. In the first case to go to trial, the landowner claimed damages 10 times the evidence presented by Mr. Pickard. After another five day trial, the jury again returned a verdict at the figure requested by Mr. Pickard, to the penny. As a result of the verdict, all other cases on the project settled without trial. By 2000, Mr. Pickard had successfully acquired over 200 parcels of private property for a variety of public improvement projects, including, highways, turnpikes, parkways, street widenings, storm water detention and storm water drainage facilities, and numerous public utility projects.
